The old Waldorf-Astoria Bar Book of 1931 credits its invention to Colonel James Pepper, owner of the 'Old 1776 Whiskey'.

The story says that it was in the mythical Pendennis Club of Louisville (Kentucky), where the retired colonel decided to soften the whiskey with this mixture.
